YouTube will be hosting an event called YouTube Live in San Francisco on November 22 which (as the name implies) will be streamed live on its site.

Is this what Steve Chen meant when he said that live video would be coming to YouTube later in 2008?

Probably not.

And while it seems like its going to be a pretty big event, there is no word yet on whether or not this is related to an official launch of live streaming services.

It is described as “part concert, part variety show and part party,” and will feature both YouTube celebs and real world celebs like Will.I.Am who will debut an "awareness raising video consisting entirely of user generated videos."

"For nearly three years the YouTube community has been defining pop-culture and in the process has made the site both a place to find and be found," said YouTube co-founder Chad Hurley. "YouTube at its core is a platform where everyone from the famous to the seemingly unknown shares a single stage and YouTube Live is a physical manifestation of this idea."
