Ad dollars may be dwindling, but the fight against fast forwarding continues. BlackArrow, a company that specializes in unskippable television ads, has raised $20 million in Series C Funding from existing investors.

This round brings the well funded cable ad manager to $38 million in private financing. Previous investors Cisco Systems, Inc., Comcast Interactive Capital, Intel Capital, Mayfield Fund, and Polaris Venture Partners contributed to the round.

The San Mateo-based company focuses on developing advertising for changing viewing habits — creating targeted ads that play during fast-forwarding and helping cable companies and television networks show the same ads on television and online. It plans to use the money for product development, roll out, and sales.
