Online video ad manager Adap.tv has won $13 million in its second round of funding, led by Spark Capital. Previous investors Redpoint Venture and Gemini Israel Fund also contributed to the round.

This round brings the company’s total funding to $23 million — Adap.tv won $10 million last summer. The company says it will use the infusion to develop and market its OneSource ad manager platform, which run ads in any format and from any source on video content for a variety of publishers that include BitTorrent, Metacafe, DemandMedia and Blip.tv.

As part of the deal, Spark Capital General Partner Dennis Miller will join the company's board ofdirectors.
