The case for government funding is "weak at best," according to the review, conducted by Francesco Caio, a vice chairman of Lehman Brothers Europe. The study also suggested, however, that the government should not become "complacent" -- that is, it needs to take an active role to ensure that investments are made in next-generation access.

The proposed super-fast network, estimated to cost $9.1 billion billion to $51.6 billion, is expected to run 25 times faster than current broadband access speeds, allowing for movie and music downloads in "seconds."
