Joost is going local in China.
The web-based TV service took a page from eBay's book, and launched a joint venture with homegrown (and government sanctioned) web portal TOM Online.
In addition to rolling out the English-language version, the companies launched a Chinese version, which includes some seemingly snooze-worth programming, mainly coming from the science and education studio of CCTV (a government operated television channel), China Record Corp., BTV Media (a government owned sports network) among others.
Under the arrangement, TOM will line up the advertisers for the service, while Joost will provide the underlying technology.
