Tagoo.ru, a free music downloading site covered by Threat Level on Tuesday, is legal because it does not host files, according to one Sergey, apparently one of the developers of the site:

Tagoo.ru is only Search Engine. It only searches for free mp3 fileslocated at different web sites in the Internet and shows links to them.
It works very much like Google. You have a similar project:
playlist.com. This is why we are not similar to "Russian Napster" or"The Pirate Bay". Shut down all your sites with free mp3s, and Tagoowouldn't be able to find them.

I'd check for myself, but the site is down. Did you happen to use it before this week's rush of attention caused it to crash? Could you tell where the files were hosted?
