Flag Telecom has found an abandoned anchorat one of the cut cables, between the United Arab Emirates and Oman. This was one of the less significant of the four cuts. The company expects to have it repaired by Sunday.
Will this stop the conspiracy theories? Maybe the NSA carries a spare anchor in its submarines in case of a failed tap, the way crooked cops keep a throw-down weapon in their ankle holsters.
Update: Burning Bush writes in the comments: "Has anyone considered that it would make sense to cut the cables in two places and put a listening device in then let the carrier fix the other break."
