with the Radio and Internet Newsletter (RAIN) that his organizationwill not enforce the new royalty rates that were scheduled to go intoeffect on Monday because SoundExchange does not want webcasters to shutdown. Simson said,

"For the people who want to comply with the law and are in bona fidenegotiations with us, we don't want those people to be intimidated.
And we don't want them to stop streaming. That's just so long as they're continuing to pay under the license they had."

Simsonalso confirmed that SoundExchange agreed to the Digital MediaAlliance's (DiMA) suggestion that minumum per-station fees be capped at$50,000 per service, but only if they "become much more compliant intheir reporting" and "work on a technologically-feasible solution" tostop people from recording internet radio.
