It resembles a stained glass art deco skyscraper towering over a Serbian city designed by Eugen Schüfftan. And although it's goals are ambiguously lofty ("The concept is driven by a progressive environmental strategy that is expected to establish new benchmarks for the region." Huh?) the architecture is absolutely masterful. I never thought that the truly utopian metropolis would be build on the outskirts of Khanty Mansiysk.
