There's quite a few explanations for this tattoo:
This is exactly what it claims to be: a memorial tattoo for a wife who died. And that's a tragedy. Still, perhaps the immortalization of your dead wife in your own flesh was worth more than $39.99 at a New Hampshire mall tattooing booth (formerly an airbrush t-shirt kiosk, same proprietor).
This is actually a tattoo of a living wife, but came out so badly that the "In Loving Memory" part was written in later with a red-ink Bic.
This is the coolest widower ever and he really did want a zombie of his dead wife tattooed on his arm.
It's the teeth that make me think it's the latter. There's just no way those could have been inked in by someone who wasn't trying to channel the spirit of Romero.
