I spoke with Kazuhiko Miyadera, senior vice-president R&D, technologies for Toyota Europe about what he thought about Europe's upcoming CO2 emissions caps for cars. He said the legislation will be a good thing, as it will follow a similar norm already established in Japan, he said:

The paths are quite similar [in Europe and Japan.] It looks like taxes will be based on vehicle weight. For us, it is a good way. There is harmonization.

As a Toyota spokesman explained, the Japanese government suggests a norm, and then the carmakers scramble to get there first, as a matter of honor. Just like the in the Europe and United States, right?
