Forget transistor radios and electric airplanes. Robert Riley's DIY designs include a one-man AquaSub, a three-wheeled Trimuter, and a high-performance Tri-Flyer hovercraft. The founder of the mail-order company Robert Q. Riley Enterprises, Riley created his first build-it-yourself projects for Popular Mechanics in 1968 and began selling the technical specs on his own in 1974. He's sold more than 20,000 plans for his outboard-powered HydroRunner, and his Web site (www.rqriley.com) nets some $9,000 a month. This year, Riley is rolling out a line of CD-ROMs, complete with animations, 2-D and 3-D images, and Internet links. First up: A disc detailing this luge-styled, carbon-fiber Ground Hugger bicycle.
