US diplomat Richard Holbrooke was criss-crossing Yugoslavia Tuesday in what could be a final bid to persuade Belgrade to stop its crackdown in Kosovo and head off NATO strikes. Holbrooke traveled to Kosovo Tuesday for a "grim briefing" from Western observers there, just hours after Yugoslav President Slobodan Milosevic rebuffed his efforts to halt the violence. Holbrooke was due to return to Belgrade later in the day for more talks with the Yugoslav leader.
