In an effort to restrict access to online pornography and hate sites, the European Commission plans to adopt voluntary codes of conduct for European ISPs and online publishers while encouraging the use of content rating and filtering systems. Under the plan, hotlines would also be set up to allow consumers to file complaints about online content that is "offensive to human dignity."
